Title: Manager, Payroll/HRIS Classification: Exempt Reports To: Vice President / Human Resources Job Description Position Summary: The HRIS/Payroll Manager is responsible for managing and overseeing the corporation’s human resource information / payroll system, as well as oversee and supervise the organizations payroll functions, ensuring pay is processed on time, accurately, and in compliance with government regulations. Will work closely with other supporting departments and vendors to ensure that the payroll/HR data is captured accurately, and integrity is maintained. Essential Duties and Responsibilities: • Oversee department functions of the payroll / human resource information management systems. • Provide support for payroll/ HRIS including, but not limited to, researching, and resolving HRIS problems, unexpected results, or process flaws; perform scheduled activities; recommend solutions or alternate methods to meet requirements. • Write, maintain, and support a variety of reports or queries utilizing appropriate reporting tools; develop and administer standard reports, i.e. …… • Help maintain data integrity in systems by running queries and analyzing data. • Manage and design the mapping of all HRIS tables to ensure accurate data capture that promotes prudent compliance and enables comprehensive reporting. • Ensure proper HRIS data entry functions are available (job codes/supervisory authorities). • Ensure accurate documentation process manuals are designed and updated for all HRIS processes. • Initiates and participates in business process improvement activities as it relates to the area of payroll, taking responsibility for making and implementing efficiency-enhancing recommendations, such as automation of payroll processing functions and identifying system improvements. • Develop user friendly procedures, guidelines, and documentation. • Train staff and new system users on new processes/functionality. • Assist in the review, testing and implementation of HRMS system upgrades or patches. • Collaborate with IT staff to coordinate application of upgrade or fix. • Collaborate with other HRMS users (Payroll, Accounting, Projects, etc.) to ensure integrity of the HRIS. • Advise management on organizational policy matters related to the HRIS. • Maintain a thorough understanding of employment regulations, industry trends, current practices, new developments, applicable laws, and employment legislation pertaining to all personnel matters, and various federal requirements. • Makes herself/himself available for staff questions, taking the time to ensure that issues are resolved to the team member’s satisfaction. • Completes and/or ensures annual performance appraisals on staff are completed in a timely manner, providing both positive and constructive feedback to promote an atmosphere of learning and growth. • Creates a teamwork environment for team members to interact and ask questions to maintain low levels of turnover and high levels of employee satisfaction. • Ensures Payroll Supervisor is supported to achieve department goals, including understanding workloads, overtime requirements and staffing levels to ensure the proper match of headcount to volume. • Supervises Auditors; Facilitates audits by providing records and documentation to auditors. • Participates in interviews of new recruits for open positions in payroll. • Performs other duties as assigned. Knowledge and Skills: • Must have excellent communication skills both verbal and written • Full knowledge of all payroll concepts and principles • Strong understanding of payroll and HR processes and data. • Strong understanding of HRMS database design, structure, functions and processes, and experience with database tools. • Thorough knowledge of MS Excel, Word and PowerPoint and report writing applications. • Effective organizational and interpersonal skills including written and verbal communication skills. • Previous exposure to project-related activities through active participation in system-related projects. • Must be able to effectively train others. • Must be able to use logic and reasoning to identify strengths and weaknesses of alternative solutions and provide conclusions or approaches to the job. • Must be able to interpret complex documents and formulate an opinion. • Must understand and utilize sound customer service skills to exceed internal and external customer expectations

Requirements:

Required Experience and Education: • Bachelor’s degree • Prior experience in payroll, in a supervisor capacity • Minimum three (3) years of HRIS implementation and administration in an exempt level position • One to two years of database/project management experience. • Systems implementation experience.

Position Type/Expected Hours of Work: Monday – Friday 8am – 5pm This is an exempt level position; schedule would be based on business necessity and coordinated through the reporting supervisor. • Facilitates audits by providing records and documentation to auditors. • Performs other duties as assigned.
